PURPOSE: Responsible for the credit and collection of the Port of Seattle’s account receivable and annual billings. Serve as both the customers’ primary contact regarding their accounts, and as the information coordinator between the customers, Port personnel and other related external sources.
ESSENTIAL FUNCTIONS: This list is ILLUSTRATIVE ONLY, and is not a comprehensive listing of all functions and duties performed. Essential duties and responsibilities may include, but are not limited to, the following:
Manage and execute the day-to-day activities of the commercial and consumer receivables accounts to ensure the timely turnover of accounts receivable, collection of past due invoices and retention of Port assets:
•Review, analyze and monitor customer account balances and initiates appropriate collection efforts.
•Initiate communications with customers, conduct collection calls and correspond with customers via email and system-generated collection letters.
•Update and maintain the Port of Seattle’s collection policies and procedures, and provide guidance, training and direction that ensures sustainability.
•Manage uncollectible accounts for bad debt write-offs, monitor activities of third party collection agencies on all outsourced accounts, and initiate/prepare journal entries for write offs and other general accounting entries.
•Perform skip tracing to locate debtors, using private, state and local government resources (Department of Licensing, US Coast Guard, FAA and other private sector resources).
Manage and support Business Service operation by providing subject matter expertise, consultation and credit related services:
•Ensure that all collection activities comply with Federal and State laws and Port policies and procedures.
•Lead monthly meetings with Business Service partners to review, analyze and support the accomplishment of business objectives.
•Manage, review and/or file Surety claims, Bonds, and Letters of Credit in coordination with the respective Property Manager for acceptance and redress of accounts in default of lease agreements.
•Perform bankruptcy related filings on behalf of the Port of required documents like Proof of Claim, Defense of Preference Claim and File Motion for Administrative Claims.
•Partner with Port Counsel on bankruptcy litigation claims.
•Negotiate, review, and approve customer payment plans.
•Lead and coordinate the Port Auction process to sell seized and abandoned boats, lockers and other personal effects.
•Analyze customer financial information and credit reports to determine credit worthiness.
KNOWLEDGE, SKILLS & ABILITIES: Knowledge and background in general accounting, including Generally Accepted Accounting Principles (GAAP). Working knowledge of Finance, Lien Laws, Surety Bonds, Credit and Collection laws, Consumer Privacy Laws, Uniform Commercial Code, Bankruptcy Laws, Creditor's Rights and the Fair Credit and Collection Act, Letters of Credit, Accounts Receivable and General Accounting.
Strong initiative and leadership skills. Must have highly developed interpersonal and communication skills, both written and verbal. Must be proficient in computer skills and usage of spreadsheet, word processing and enterprise accounting applications. Must possess excellent analytical/problem-solving skills, attention to detail, accuracy and complex reconciliation skills. Excellent customer service.
Ability to work proactively and independently. Ability to partner with business operations and other internal stakeholders to accomplish performance objectives.
QUALIFICATIONS: Combination of education and experience demonstrative knowledge, skills and abilities equivalent to:
Bachelor’s degree in Accounting, Finance or related field; and
Five (5) years of experience in business credit, finance and accounting. Progressive experience in commercial and consumer credit and collections.
Progressive experience in commercial and consumer credit and collections, preferably in a high volume and fast-paced environment.
